Estonia has offered to reduce the number of worst offenders on the road , checking the mental ability of applicants to obtain driver's licenses .On the initiative was made deputy head of the appropriate Department of Police and Border Guard Tarmo Miylits .It is reported online edition of ERR, referring to the newspaper "Eesti Paevaleht ."According Miylitsa , verification can be performed directly in the form of testing before going to driving school .Knowledge of what areas should be checked in future drivers , the deputy head of the Police Department did not elaborate.He only added that Estonia is now " is still very far " from the introduction of such tests.Miylits also stressed that , as a rule , road bullies are young people aged sixteen to thirty years, the most aggressive of them - drivers younger than twenty-four years.Many of the offenders have only basic or primary education."Eesti Paevaleht " notes that the most vicious traffic offender known to the Estonian police , code number three million, nine hundred and twenty thousand, seven hundred and three .This nineteen -year-old young man ( his name is not called ).Last year, he was detained eighteen times the traffic police , mainly because a significant speeding.The total amount of fines issued the offender was nearly two thousand euros, he spent eighteen days in the chamber and was deprived of his driving license for four months.As the newspaper writes Postimees, since the beginning of the year in road accidents in Estonia, forty-two people were killed , five hundred and ninety-two injured.
